Indian regulation regarding VoIP:
1. End-to-end VoIP is NOT regulated.
2. VoIP originating within India, but terminating outside India is not regulated.
3. A VoIP call that terminates (independent of origin) but terminates in Indian PSTN is tariffed on a two-tier basis.
Thus the 3rd factor is the reason a great deal of Grey Routes exist in India where 50% of the telephony traffic is going via untariffed, untracked grey routes versus legitimate routes.

Can someone please answer this question for me
Are companies using an IP-PBX with say an E1 interface for PSTN calls allowed to have VOIP extensions (hardphones or softphones)
inside their office in the same premises as the PSTN E1 line ?
Basically is a VOIP PBX in an office allowed to have a PSTN connection and VOIP phones as extensions.

Yes, the PBX system does basically give you an external and internal phone exchange. Anywhere you have the internet you can place a phone, in the office or outside the office as long as it authenticates the phone and extension. The PSTN E1 or PRi line goes into the card, like a digium 4 port card can handle e1, t1, or pri line which you have refered to as the PSTN E1.

- VOIP PBX systems in India best suited to call the US over IP for free and also for local PSTN support?

Yes that's right. VoIP is most cost effective way to communicate withyour loved ones. And India has huge potential stored for VoIP Service Providers as it has population of over 1 billion and a really booming economy.Economic fundamentals of India are really strong. Middle class has more than enough purchasing power.

in broadband 8-10 mbps speed can be provided to the users means in a fraction of second u can down load a movie.
by using leasing line u can have a lookout on your different offices
By Interenet leased ports u can distribute the broadband connection among employees.
By voip u can make economic std calls
